Denver Police Announce Blue Envelope Program Denver – Wednesday, October 8, 2025 – Today, the Denver Police Department announces their participation in the Blue Envelope program.
The Blue Envelope program is designed to ease and help facilitate police contacts, such as traffic stops, in Denver for individuals who have conditions or disabilities that may impact communication with the officer. The Blue Envelope program, a community-based initiative, is designed for a better exchange and understanding between the officer and individual. Denver’s creation of the DPD Blue Envelope program was a collaboration between the Denver Office of Social Equity and Innovation and Denver Human Rights and Community Partnerships to assist in the police encounter and provide some ease during what may be a stressful experience.
The individual, who has the Blue Envelope, fills out the following information on the outside of the envelope to communicate to the officer. • Name • How they identify – the options include:
o Deaf/hard of hearing o Having a physical disability o Having an intellectual disability
o Having mental health needs o Having a medical alert o Other • Immediate support needs:
o Interpretation o Service Animal o Disability-specific info card
o Mobility device •
Emergency contact(s) The police officer, who has received special training on the program, will then read the outside of the envelope to better understand the individual they are contacting and how best to respond and communicate. The idea of this written communication mechanism being an envelope also serves as a place to hold the individual’s important documentation, such as insurance information or a disability specific information card.
The Blue Envelopes are available for those needing them at each Denver Police District Station, La Alma Recreation Center, Aztlan Recreation Center, Cook Recreation Center, Eisenhower Recreation Center, and Montclair Recreation Center.
