Note: this PDF presentation is about redistricting for election of School Board Members.  Short version:  The Districts are supposed to balanced with each other in population (not school age kids); Districts 2 and 4 are out of balance but not contiguous, so boundaries will need to be tweaked all around.  Winston Downs is in District 3
