NEW PROPOSED MARIJUANA LEGISLATION IN DENVER Home Delivery and Marijuana Hospitality Tour Buses The City plans to opt in to allow delivery of marijuana to private residences and to issue exclusive three-to-six-year licenses to Social Equity Applicants for these Transporter licenses in its efforts to remove financial barriers to entry into the lucrative marijuana industry. In addition, the City plans to replace the current cannabis consumption license program with a more robust Hospitality program which includes small sales at various locations and tour bus operations through Mobile Hospitality licenses. The plans sound “reasonable” until one reads the fine print which translates to having the communities (and RNO’s) evaluate and monitor these operations for compliancy. Excise & Licenses plans to report to City Council on the Delivery Program prior to the sunset three years down the road… i.e. citizen oversight. Winston Downs has requested the City to allow more time for neighborhood review because the City just held public presentation on January 6. 716 S POPLAR STREET In May 2019, the City announced it had sold this property formerly used as a sober home to Cottonwood Communities Association (CCA) who made an acceptable presentation to use this property as a “group home” for mentally challenged adults. Because of Covid19, the use application was delayed and it expired. CCA has resubmitted the application. WDCA Board meeting January 19 (Zoom) will include this to the agenda. The ‘use’ of the property will remain the same, but with the changes to Group Living Ordinances, the Board wants to ensure CCA’s intentions are the same.
