Why this matters in Winston Downs
Many families in our neighborhood have expressed concerns about speeding and rolling stops, especially on streets like E. Exposition Ave, S Oneida Way, E. Virginia Ave and S Olive Way where children walk, bike, and play. Respecting the City of Denver’s driving laws keeps children, pedestrians, cyclists, and pets safe. Please drive slowly through the neighborhood, stop fully at all stop signs, and use extra caution near schools.
Speed limits
According to Colorado Revised Statutes (CRS 42-4-1101, 42-4-703, and 42-4-615) and Denver’s municipal traffic ordinances, drivers must obey posted speed limits, come to a complete stop at stop signs, and use extra caution near schools, parks, playgrounds, and crosswalks.Denver’s default speed limit on local neighborhood streets is 20 mph, unless otherwise posted. This includes most residential streets. In addition, drivers are required to stop completely at every stop sign—rolling stops are a violation of CRS 42-4-703.
In school zones, such as areas surrounding Denver Green School, penalties for speeding and other moving violations are doubled. Drivers must reduce speed to the posted school-zone limit (typically 20 mph) during active school hours or when school beacons are flashing.
To report dangerous driving such as speeding, repeated stop-sign violations:
- For immediate danger or hazardous driving: Call 911 – get vehicle descriptions and plate numbers if possible
- For non-emergency situations: Call Denver Police Non-Emergency at 720-913-2000
- To report ongoing neighborhood speeding or request enforcement:

- For aggressive driving on major roads: Dial *CSP (*277) to reach the Colorado State Patrol

The fines and penalties for traffic violations include:
Speeding (Denver & Colorado):
- 1–4 mph over the limit: ~$30
- 5–9 mph over: ~$70 + 1 point
- 10–19 mph over: ~$135 + 4 points
- 20–24 mph over: ~$200 + 4 points
- 25+ mph over: Higher fines, 6+ points, and possible misdemeanor charges
Stop Sign Violations (CRS 42-4-703): Typically ~$80 and 4 points on your driver’s license
School Zones (CRS 42-4-615 & 42-4-1701): Doubled fines for all moving violations, Additional surcharges
Careless or Reckless Driving (CRS 42-4-1401 / 1402): Misdemeanor traffic offense, Possible fines and possible jail time if behavior endangers others or results in injury.Colorado’s point system may suspend a driver’s license if they accumulate 12 points in 12 months or 18 points in 24 months.
